Is it unusual for a car owner to change the plate number? I'm considering buying a used car, but noticed its plate was changed. The new registration number is just a normal number (03), nothing fancy, so I was wondering why he wanted to change it in the first place.

I would be very suspicious. You don't want to buy a cut and shut. I'd look into before you buy it.
I bought a used car (2 years) and changed the plates - for an identical number obviously, just new plates cos one was crakced. Also the original might have been a private number plate, in which case it has just been changed back. Check the VIN number against the registration number on the V5 bfore you purchase it.

The old number plate may have been a private or cherished plate that belongs to the previous owner of the car?The car then goes back to its original registration number when the owner moves it to there new car.Hope this helps
Maybe he had a private plate on the car which he doesn't want to sell with it and so has taken it off (put it on retention) and so DVLA would have issued a new registration plate for the car.

It's not unheard of. Just check the VIN on the title against the VIN on the car, and the registration card for the plate currently on the car. If they all match, no problem. If they don't, don't buy it.
From the wording of your question it sounds as if the car had a cherished mark and it has been re-registered to an appropriate year mark as the seller is keeping the cherished mark.



If that is not the case please rewrite the question so that the facts are more understandable.
There must be at least nine thousand legitimate reasons I can think of for changing a license plate, most often it is because the owner had personalized plates, and transferred them to another vehicle. Check the VIN through D.M.V. if you are concerned.
It's not unusual because of the new red light cameras and toll cameras. The license plate is associated with that person, so I think they were just trying to avoid any future liability for that vehicle (like if you received a fine in either of those two ways).
